Since upgrading to 6.5629 when I select power off, even though I've got the ECO power setting to off, it always powers off my TV. Prior to the update it would just put it in standby.

This seems to be a bug

Could you try performing a reset on your TV to see if this resolves this issue for you. More details on how to do this here.
