cannot receive or send SMS

I can only receive or send SMS when my phone is under safe mode. No SMS can be sent or received when my phone is under normal mode. How can I fix it? Thanks!

I have good news for you, since the issue only occurs while on normal mode, then its an app causing this, this is not an app that came preloaded, it's an app that you've installed at some point. The guessing game starts, as you'll have to uninstall app by app until you find the culprit.

Do you have any antivirus? taskiller? cache cleaning? call filter? etc

That is completely right as long as texting only works on safe mode, but if that didn't work with you, try to uninstall updates for an app called carrier services on your device, it's a preinstalled app so you won't be able to uninstall it you can just uninstall updates, I heard that this solved the issue. Give it a shot and update us if you still have the same issue.
