unknown sources, it's unable to turn on z3 dual

My Xperia Z3 Dual lollipop 5.0.2, doesn't allow me to turn on unknown sources in another user (not guest! A user that I deifined).
Unknown sources in settings is off (grey color not black).
Do you have a solution?

@akaii

Only the main user can sideload apps.

It's not bad! Security considerations!
Thanks
