KDL-50W800C tv display flickering

There is 1cm line on top of my tv display sometimes it is increasing and display refreshing, in one time display quality get reduced(resolution- pixel rate per cm)  and one time display quality is fine (in this situation there is no top line on display) this is happening in every one second like refreshing.. how can i fix this.?
