Google Play Service Error

So my google play services is not working on this phone. 

If everything is updated, Apps and Store will not open, and error message keeps poping up( Unknown error)

Yet if If delete all updates, Play store will work( Only app that will work)

And all google/location apps won't work because I am not updated to the latest version. 

Anyone have the same issue?

Não consigo utilizar o Google play e Google story, e não consigo baixar eles no telefone. Pede pra atualizar e não vai?

 can not use Google play and Google story, and I can not download them on the phone. Ask to upgrade and you will not?
