That's odd, it could be a third party app
settings > apps > all > chrome > clear data > uninstall updates > restart the phone > check again

OK so I booted in safe mode and the issue didn't persist, which suggests it is a third party app, right? But I've uninstalled all updates on recently installed/updated apps, as well as uninstalling any I downloaded this past week, and it hasn't got rid of the issue. Do I literally have to factor reset the whole phone? There's a ton of stuff I don't want to lose, not least of all my photos and message histories...
open the app drawer > swipe left to right > installed > swipe again > uninstall > uninstall one by one and keep checking until you find the culprit
